PHASE 1
Month 1:

  • Advertisement for GIS consultant and discussion on TOR
  • Identification of a short-term GIS course to send Chandeep for him to gain the requisite base knowledge. ESRI has courses ranging for 2-5 days in the US and other institutions have longer 2-3 month courses there is also the SCGIS Annual Training Grant.
  • Identification of potential funding sources. For example

Month 2-5:

  • Short RS/GIS training course for Chandeep
  • Collection of list of sources for all data sources relevant to SLWCS work
  • Collaboration with hired GIS consultant to generate final lists of needs, goal and priority setting.

PHASE 2
Month 6:

  • Pre-Training of SLWCS staff in basic GIS by Chandeep
  • Arrival of GIS consultant
  • Purchase and installation of equipment needed for SLWCS RS/GIS
  • Development of training modules for SLWCS staff.

Month 7-9

  • In-field training and monitoring and application of 3-month GIS-based project for each project manager to complete within there specialty/focus area.
    • Focus on GIS data collection and maps would be on Human-Elephant Conflict
      • Zones of Conflict
      • Resource use by man and wildlife including crop types, road, homes etc
      • Fences and other barriers to elephants
      • Village, Reservoir and forest boundaries
  • Design and implementation of protocols for data storage and dissemination
  • Meetings with RS/GIS Units of Research and Conservation bodies in Sri Lanka and internationally to collaborate and share data.

Month 10

  • Evaluation of progress and completion/evaluation of GIS-based projects by SLWCS research staff.

Month 11

  • Filling of immediate gaps left in SLWCS RS/GIS knowledge with all staff.
  • Planning for next phase of SLWCS RS/GIS/Internet capacity building and establishment of a dedicated center with expanded equipment and staff.
